How to reduce the file size of an image, say from 250kb to 20kb?

Why would you want too, other than saving it for an avatar?

The smaller the file size the lower the resolution and the lower the quality. The image resolution would end up being around 64px x 64px.

Also look at the Image Resize Tutorial

If you know what the resolution you want the image to be, enter those demensions, you would then just reduce the image quality as you are saving the image.

The other way is Go to File>Export>Save for Web (For Shortcut is Alt+Shift+Ctrl+S)

Change the PresetJPEG Low or medium. Reduce Image Size. etc.
